The United Nations System
in Botswana, in partnership with the Government, development partners,
civil society and the private sector, aims to reach the following
goals in order to achieve a prosperous future for all in Botswana,
in line with Vision 2016 and the Millennium Development Goals (MDGs).
The CCA and the UNDAF have identified three priority areas as well
as a set of crosscutting issues. By implementation of the UNDAF
the UN System will, through strategic partnerships, endeavour to
support Botswana to attain her international and national development
commitments as spelt out in the MDGs, and Vision 2016 respectively.
HIV/AIDS
The Government, supported
by the UN, aims to stop HIV transmission by 2016 and mitigate the
impact of HIV and AIDS on the society. Strengthening leadership,
coordination and implementation of the multi-sectoral response and
improving the availability of information about the epidemic can
help to achieve this. It is also critical to promote the human rights
and dignity of people living with HIV and AIDS (PLWHA) and involve
them in the planning and implementation of relevant programmes.
Programmes promoting behaviour change will also be supported and
clinical care provided to prevent further transmission of HIV. Orphans,
PLWHAs, and other people affected by the epidemic will be provided
with care and support.
Poverty
The United Nations agencies
are determined to support the Government of Botswana's efforts to
eradicate absolute poverty by 2016. By strengthening institutions
and leadership, and developing pro-poor policies and programmes
it will be possible to increase the rate of poverty reduction. The
UN System will collaborate with the government to improve the livelihoods
of the poor by creating employment and income-generating opportunities,
and providing quality healthcare and education. Furthermore, efforts
will be made to empower communities to enable them to take part
in identifying their problems and implementing solutions.
Environment
The Government hopes
to achieve sustainable economic growth and development by 2016 and
to implement strong measures to limit environmental degradation,
resulting from rapid urbanisation. The UN agencies will provide
support to achieve this, particularly as Botswana has signed a number
of global and regional commitments and goals and needs to work towards
fulfilling these obligations. By strengthening capacity within the
government and other public-private sector partnerships, it will
be possible to help control pollution and manage waste effectively.
Environmental education will be promoted in order to raise the awareness
and the commitment necessary to achieve sustainable development.
Crosscutting Issues
In order to address
the three priority areas outlined above, the UN agencies, by supporting
the work of the government, will also focus efforts towards improving
Gender Equality and Women's Rights, good Governance, Human Resources
Development and Institutional Capacity Building, Human Rights, Education
for Life, Population Issues and Health.
